It has been identified through the VBA’s Building Documentation Audit Program (BDAP) and stakeholder feedback that certain information required to be contained on the Form 2 – Building Permit is not being specified.
Two key pieces of information identified as missing from building permits are:
- A natural person for the service of directions, notices and orders, where a builder is a body corporate. This hinders a council’s ability to take enforcement action.
- The designated building surveyor’s details where a body corporate has accepted the appointment as a private building surveyor under part 6 of the Act.

NCC changes coming into effect 1 May 2024
Additional changes in place from 1 May require building surveyors to use the updated Form 2 (DOCX, 32.68 KB), which now covers any exemption or partial compliance to certain livable housing clauses in NCC 2022 that are granted.
