Administrators Appointed To Casey Council

  • Minister for Local Government

The Victorian Government has appointed a panel of long-term administrators to restore good governance and accountability to Casey City Council.

Minister for Local Government Adem Somyurek announced the appointments today to address serious governance failures at the council.

Noelene Duff PSM, Cameron Boardman and Miguel Belmar have been appointed until the 2024 general council election, with Ms Duff to take on the role of Chairperson.

Ms Duff, current interim administrator and former CEO of Whitehorse City Council, brings over 30 years management experience of large and complex organisations

Mr Boardman is the Interim Director of the Oceania Cyber Security Centre and holds extensive public administration and governance expertise as a former Member of Parliament and senior executive in several Victorian Government departments.

Mr Belmar is a practising barrister with a specialised understanding of community engagement, planning and consultation.

These appointments build on the Government’s efforts to restore the highest standards of integrity to councils across the state, ensuring Victorian communities get the level of service they deserve.

Casey City Council was dismissed in February following the recommendation of a Municipal Monitor investigation into the council.

The Municipal Monitor found clear evidence the council failed to provide good governance to the City of Casey.

The appointment period will allow the administrators to properly embed good governance within the council to ensure it is functioning to their full capacity by 2024.

As noted by Minister for Local Government Adem Somyurek

“The appointment of the administrators is about returning good governance to the people of Casey.”

“Since the appointment of the Interim Administrator the Council has been able to once again focus on delivering the services and long term planning that’s required for one of the fastest growing communities in Victoria.”

“The Administrators will work as a team to ensure the council is governing in the best interests of the local community and providing the highest standards of conduct, transparency and integrity.”
