Adoption of amendments to CP no. 6 – extractive Industries

At its Ordinary Meeting on 14 March 2023 Council resolved to adopt amendments to Contributions Plan No.6 – Extractive Industries (‘CP6’).

CP6 enables Council to levy extractive industry operators within The Hills Shire for the cost of maintenance, repair and reconstruction works to Old Northern Road and Wisemans Ferry Road required as a result of damage caused by trucks associated with the haulage of extracted or processed materials.

Contributions collected under CP6 are required to be transferred from Council to Transport for NSW (TfNSW), which is the State Government authority responsible for undertaking the work program identified within the Plan. TfNSW regularly reviews the work program to ensure it is up to date and that funds received are being expended where needed.

The adopted amendments include TfNSW’s five (5) year works program for the period 1 July 2022 to 30 June 2027. The works program has an estimated value of $14.1 million, of which $7.05 million will be funded using contributions collected under CP6. TfNSW is required to match (or exceed) Council’s contribution from CP6, to ensure the entire works program is fully funded and delivered by TfNSW.

Other administrative amendments have also been made including updates to legislative references and typographical corrections.

The amended Contributions Plan will come into force on 20 March 2023 and will be available on the Development Contributions page on Council’s website: https://www.thehills.nsw.gov.au/Building/Planning-Guidelines/Development-Contributions.
