Appointment of Independent Reviewer of Adverse Security Assessments

I am pleased to announce that Mr Philip Moss AM has been appointed as the new Independent Reviewer of Adverse Security Assessments.

Mr Moss brings a wealth of expertise and experience in legal practice, government administration and public policy to this position. He is a former Integrity Commissioner and Head of the Australian Commission for Law Enforcement Integrity. Mr Moss has also undertaken a number of independent reviews for the Australian Government.

As the Independent Reviewer, Mr Moss will conduct reviews of Australian Security Intelligence Organisation adverse security assessments given to the Department of Home Affairs in relation to people who:

  • remain in immigration detention
  • have been found by the Department of Home Affairs to be owed protection obligations under international law, and
  • are ineligible for a permanent protection visa, or have had their permanent protection visa cancelled, because they are the subject of an adverse security assessment.

Mr Moss will commence his three year appointment on 17 January 2022.

I take this opportunity to acknowledge and thank Mr Robert Cornall AO for his service in the role of Independent Reviewer of Adverse Security Assessments since 2015.

Biography

Mr Moss holds a Bachelor of Arts, Bachelor of Social Work and Bachelor of Laws. He is currently a part-time Member of the ACT Electoral Commission, part-time Judicial Member of the ACT Sentence Administration Board and an Air Force Reserve Group Captain Legal Officer attached to the Afghanistan Inquiry Response Task Force.

In January 2016, Mr Moss was appointed a Member of the Order of Australia for significant service to public administration, particularly in the areas of law enforcement integrity, anti‑corruption and human rights.
