We are proposing amendments to the Part 139 and Part 91 Manuals of Standards (MOS), to align with ICAO’s GRF.

The proposed rules are intended to:
- extend applicability of runway surface condition assessment and reporting to all certified aerodromes
- support GRF implementation
- simplify the assessment and reporting process.
Outside of the GRF changes, this consultation will also address a number of other amendments that we believe are necessary for improving the Part 139 MOS.
