Bunbury prisons strong performance recognised amid system pressures

Bunbury Regional Prison continues to perform strongly and maintain a clear focus on rehabilitation despite pressure across the custodial system, a new independent inspection has found.

The Office of the Inspector of Custodial Services (OICS) described Bunbury as one of Western Australia’s stronger performing prisons, retaining qualities of a positive and progressive correctional environment.

The inspection highlighted positive staff-prisoner relationships, high out-of-cell time, improving workplace culture, sound emergency preparedness and a sustained commitment to rehabilitation and reintegration.

It also identified pressures arising from population growth, staffing shortages, ageing infrastructure and constraints affecting the wider custodial estate.

OICS found Bunbury’s staff continued to manage these challenges effectively while maintaining services, supporting prisoner wellbeing and preparing prisoners for release.

The report singled out the STEPS alcohol and other drug program as a strong example of throughcare, linking treatment in custody with reintegration and post-release support.

It also recognised the adaptability of education staff, the important contribution of peer support prisoners and staff efforts to preserve constructive activity and minimise unnecessary lockdowns.

Department of Justice Director General Kylie Maj said the findings reflected the professionalism, commitment and resilience of Bunbury’s workforce.

“This report confirms Bunbury remains a strong-performing prison, with dedicated staff continuing to deliver safe, constructive and rehabilitative custody in a demanding environment,” Ms Maj said.

“The Inspector has recognised both the prison’s strengths and the pressures facing it. We are building on what is working well and progressing practical improvements to staffing, infrastructure, health services and rehabilitation opportunities.”

Corrective Services Commissioner Brad Royce said work was already underway to respond to the issues raised and strengthen Bunbury’s capacity into the future.

“We are progressing the Safer Staffing Review, growing the workforce, expanding program delivery and planning for future infrastructure needs across the custodial estate,” Commissioner Royce said.

“Bunbury’s staff have maintained an operational and rehabilitative focus under sustained pressure. Their work supports safer prison operations, better prospects for successful reintegration and, ultimately, safer communities.”
