Victorians will be able to slash the cost of ceiling insulation and save hundreds on their energy bills.
From today, the Carroll Labor Government is expanding the Victorian Energy Upgrades (VEU) program, giving households upfront discounts to insulate their ceilings and save more than $400 a year on energy bills.
Almost 60 per cent of Victorian homes have little or no ceiling insulation – leaving households paying more to stay warm in winter and cool in summer.
The new VEU discount could cover up to half the cost of installing ceiling insulation, with an average installation costing around $3,000 for the average Melbourne home before the discount.
Victorians can access discounts of up to $1,500 in metropolitan Melbourne and $2,100 in regional Victoria.
That means more Victorians can make their homes more comfortable, while bringing down their power bills.
Strong safeguards are in place to make sure every upgrade is delivered safely and to a high standard, developed in consultation with industry, business groups and unions.
Every upgrade must be carried out by an accredited provider using installers certified by the Energy Efficiency Council, with mandatory electrical safety and installer assessments completed before work begins.
Labor has also invested in fully subsidised training and certification for insulation installers across Victoria.
This is building the skilled workforce needed to deliver safe, high-quality upgrades.
The statewide expansion follows the first phase of the program in public and community housing from April 2026.
Ceiling insulation joins a range of energy efficiency upgrades available through the VEU program helping Victorian households and businesses bring down their energy bills.
More than 2.4 million households and 180,000 businesses have accessed VEU discounts for energy-efficient upgrades, helping bring down bills.
Last year Labor extended the VEU program to 2045 to help Victorians save. The Liberals voted against it.
