Public Exhibition of Draft Development Control Plan Amendments for Land at Lots 214-218 Mackillop Drive Norwest & 34 Salamander Grove Baulkham Hills (5/2018/PLP)

Council has resolved to publicly exhibit draft Development Control Plan (DCP) amendments with respect to land at Lots 214-218 Mackillop Drive, Norwest and 34 Salamander Grove, Baulkham Hills.

The amendments to The Hills DCP 2012 have been prepared in association with a planning proposal to increase the residential density and building heights on the land to facilitate 332 low, medium and high density residential dwellings.

At its Ordinary meeting of 26 October 2021, Council resolved to progress the planning proposal to finalisation. As such, this public exhibition relates to the draft DCPs only, not the planning controls under The Hills Local Environmental Plan 2019.

The draft amendments to The Hills DCP 2012 comprise the following:

  • Introduction of a new site specific section under Part D to guide built form outcomes on the land to which the planning proposal applies; and
  • Removal of site specific controls applicable to the land under Part B Section 2 – Residential as they relate to the previously approved Master Plan for the land in 2013.

The new site specific DCP section specifies controls relating to site planning, setbacks, heritage, built form design, car parking and access, public domain, landscaping and pedestrian amenity.

These new controls will supercede those which have applied to the site since 2013 and as such the existing controls are proposed to be deleted from Part B Section 2 – Residential as they relate to the planning proposal land. However, it is proposed to retain controls relating to the low density dwellings along Irongum Terrace, Banyan Avenue and the Sisters of St Joseph Convent.
