Bayside Council will submit a detailed response to the NSW Department of Planning, Housing and Infrastructure regarding the proposed redevelopment of the Eastlakes Shopping Centre site at 19A Evans Avenue, Eastlakes, following a resolution of Council at its meeting on Wednesday 23 September 2026.
The Department referred the redevelopment proposal, identified as a new State Significant Development to Council for comment as part of the assessment process.
While Council recognises the importance of renewing the Eastlakes Shopping Centre and supports the delivery of additional housing in appropriate locations, it has raised several significant concerns about the proposal.
Council undertook a comprehensive assessment of the application involving specialists in strategic planning, development assessment, urban design, engineering, traffic, flooding, landscape architecture, environmental health and environmental science.
The review identified concerns relating to the scale and intensity of the proposed development, its impacts on surrounding residential amenity, pressure on local infrastructure, public domain outcomes and consistency with Council’s adopted strategic planning framework.
Council has taken this opportunity to provide detailed feedback and highlight issues raised by the local community. However, as the proposal is a State Significant Development, the assessment and determination of the application will ultimately be undertaken by the NSW Government.
