Key Facts:
- The most common compliance gap in Australian school playgrounds is not broken equipment but gradual deterioration of surfaces and markings that goes unnoticed until a formal inspection.
- Australian Standard AS 4685 is the national benchmark for school playgrounds and becomes the legal measure of duty of care following a playground injury; falls accounted for roughly 29,000 child hospitalisations in 2021-22, with playground equipment the most common cause.
- AS 4685.0:2017 requires four levels of inspection, including a comprehensive annual assessment by a qualified assessor, but EduMarking finds that periodic and annual inspection cycles are frequently not maintained by schools.
- Impact-absorbing surfaces can appear intact yet fail the AS 4422 attenuation test due to compaction over time, while faded line markings mean structured activity zones are no longer defined – neither issue typically triggers a work order from a casual visual check.
- EduMarking supplies playground safety assessments and resurfacing services nationally, including thermoplastic line marking warranted for five years and rated to last seven or more, and has worked with over 10,000 schools worldwide.
MELBOURNE, Australia – 23 October 2026 – EduMarking, a national supplier of playground and outdoor services to Australian schools, says the most common compliance gap it encounters when assessing school playgrounds is not broken equipment – it is surfaces and markings that have drifted out of the condition the Australian Standard requires, without anyone on site noticing because the change happened gradually.
Australian Standard AS 4685 playground standard is the recognised benchmark for school playgrounds nationally. While compliance is not mandated by regulation in the same way as, for example, electrical safety, AS 4685 becomes the measure a court applies when assessing whether a school met its duty of care following a playground injury. Falls caused one in three injury hospitalisations among Australian children in 2021-22, approximately 29,000 cases, with playground equipment the most common single cause. Regulation 103 of the Education and Care Services National Regulations requires premises, furniture and equipment to be safe, clean, and in good repair, carrying a penalty of $6,600 for non-compliance.
AS 4685.0:2017 sets four inspection levels: routine checks by supervisory staff, operational checks monthly by a competent person, periodic inspections every one to three months, and a comprehensive annual inspection by a qualified assessor producing a formal report with risk ratings. EduMarking’s assessments consistently find that routine and operational checks are carried out, but that the periodic and annual inspection cycles are not maintained. The consequence is that compacted impact-absorbing surfaces beneath equipment, which no longer provide the fall protection they were installed to deliver, are not identified until a formal inspection occurs. A surface that looks intact from a distance can fail the AS 4422 impact attenuation test that determines whether it is actually doing its job.
“The compliance gap is almost never a piece of equipment that looks obviously broken. It is usually a surface that has compacted over years of use and rain, or markings that have faded to the point where structured activity zones are no longer defined. Neither of those things triggers a work order when someone walks past the yard. They show up in a formal inspection, and by then the school has been running a yard that does not meet the standard it is being assessed against if something goes wrong,” said Sally Reiter, Sales Manager at EduMarking.
EduMarking provides playground safety assessments and resurfacing services to schools nationally, including thermoplastic line marking rated to last seven years or more under daily school use and carrying a five-year product warranty.
