EPA Victoria has issued a development licence to Hi-Quality Quarry Products Pty Ltd at 570-600 Sunbury Rd, Bulla.
The permission is for the site to receive up to 100,000 tonnes per year of fill material and construction wastes including concrete, bricks, asphalt and rock, for the purpose of waste processing and resource recovery.
The licence is subject to strict conditions to ensure the work meets Victoria’s environmental standards.
EPA assessed the application against Victorian legislation including important climate change and human rights considerations.
To minimise risks from noise, EPA has set conditions restricting the activity to daytime hours only. To minimise risks from dust, EPA requires the activity to be conducted at a central location within the site away from roads and residential areas. EPA also requires a noise barrier and permanent dust monitoring equipment to be installed.
EPA has assessed that the risk to surface water, land and groundwater is low.
The proposed activity is for mechanical equipment to sort and screen incoming material, which will be separated into soil fill material and construction material. The operations will weigh recovered materials before they are reused on-site or off-site. Material which is not suitable for reuse will go to a permitted site for disposal.
