- Final stage of the Cook Labor Government’s $6.9 million expansion of the Hillarys cycle network complete

The Hillarys coastline has become more accessible for people walking, wheeling, and riding, with over 10 kilometres of new and upgraded active transport infrastructure delivered.
This marks a significant milestone as part of the Cook Labor Government’s $6.9 million commitment to expand the Hillarys cycle network.
Delivered as three projects over five years, the expansion project provides safer and more comfortable off-road links to key coastal and recreational precincts.
Stage 1 and 2 shared paths were delivered in 2024 and 2025 respectively, with Stage 1 along Hepburn Avenue connecting Gibson Avenue to Whitfords Avenue, and the Stage 2 coastal path enhancing connectivity between Hillarys Boat Harbour and North Mullaloo.
Works on the final Stage 3 are now complete, with 2.6 kilometres of shared coastal path upgraded and open to the community, linking Ocean Reef Marina to Burns Beach and providing active travel connections to Mullaloo Beach, Ocean Reef Boat Harbour, Iluka Beach, and Burns Beach.
The shared paths delivered as part of this project have resulted in increases in both walking and riding activity, particularly around Whitfords Nodes Park in Hillarys. Monthly averages show this precinct has seen more than 9,600 people riding, and over 17,000 people travelling by foot.
Community sentiment has also been positive, with appreciation for the wide, safer, and smoother active transport routes for people to enjoy.
Since 2017, the State Labor Government has invested more than $788 million towards expanding WA’s active transport network – the largest ever investment by a Western Australian State Government.
Expanding the network is part of our commitment to promoting active healthy lifestyles and making it possible for people of all ages and abilities to get around, however they choose.
As stated by Transport and Major Infrastructure Minister Rita Saffioti:
“The Cook Labor Government is making good on its promises to deliver upgraded transport infrastructure for the Perth metropolitan area and Western Australia.
“Completion of this expansion project provides the community with safe, more comfortable, and convenient active travel options, separated from road traffic.
“The coastal connection links locals and visitors to our stunning beaches and other recreational attractions, as well as local cafes and businesses, supporting the local economy and creating a more vibrant precinct.
“People of all ages and abilities now have even more reason to walk, wheel, and ride more often around our north-western suburbs, and can enjoy accessing the spectacular beachfront without needing to rely on the car.”

“This work completes a three-stage expansion that will boost the public amenity for our community and make access safer for locals and visitors alike.”
