A vision to evolve of one of Fremantle’s arts precincts is one step closer, with Fremantle Council supporting a process that will enable the community facilities at Manjaree to be more accessible to the broader arts community and visitors.
Fremantle Council last night voted in favour of opening an expression of interest process for the letting of eight properties at Bathers Beach / Arthur Head for arts and cultural uses.
The vision for the Manjaree arts precinct is to be a vibrant, inclusive, creative precinct where First Nations culture, colonial heritage, and contemporary arts and culture connect and thrive together through community-led initiatives supported by the City of Fremantle.
As part of its community engagement, the City reached 1,300 people last year and asked how the vision could be realised, with 90% of respondents saying they would like to see other artists, especially emerging, to have the opportunity for a studio or spaces in the area.
There was considerable interest in the discussion at last night’s Council meeting, with 17 speakers from the public gallery. Elected Members debated and voted down two proposed amendments before the original officer’s recommendation was carried 6 votes to 3.
Councillors acknowledged the significant contributions made by the current tenants and encouraged them to participate in the EOI process. All leaseholders will be provided suitable notice periods.
The EOI process will be staged, with a limited number of tenancies made available in each round, starting with the studios at the J-Shed, followed by the buildings in Trivett’s Place and finally Captains Lane.
Walyalup Aboriginal Cultural Centre, the Round House guides, 10 Captains Lane and Kidogo Arthouse are not for lease as part of this process.
The length of proposed leases will be negotiable, generally from 1-5 years.
The City will encourage a leasing model that promotes shared use and fosters community engagement. It will establish clear expectations for how the tenants can contribute to the precinct’s vision.
A broad range of uses connected to the vision, purpose and guiding principles is anticipated: arts, culture and creatives across all career levels, not-for-profit, commercial, and collective models.
Rent payable will differ according to whether the tenant is commercial, community, or not-for-profit, with a schedule of pricing will be advertised within the EOI.
The EOI process will also call for public realm activation proposals to enhance the vibrancy and accessibility of the precinct.
