Murray River Council has adopted the Moulamein Master Plan and Community Action Plan, providing a 20-year roadmap to guide the township’s future growth, investment and development.
The plans identify key priorities for Moulamein across housing, infrastructure, public spaces, heritage, local business and economic development, providing Council with a clear framework for prioritising projects and pursuing funding opportunities.
Mayor Cr John Harvie said the plans represented an important opportunity to turn the community’s ideas and priorities into a clear vision for Moulamein’s future.
“The Moulamein community has played a really important role in shaping these plans, sharing their ideas about what matters now and what they want to see for their town in the future,” Cr Harvie said.
“This is a long-term roadmap that gives Council a better understanding of where investment and effort can be focused to support Moulamein.”
The planning process, which commenced in June 2025, included extensive community engagement through an online survey, community catch-up, township walkthrough, future visioning workshop and consultation with Moulamein Public School students.
The community was also invited to provide feedback on draft concepts and prioritise proposed actions through a second round of engagement in early 2026.
The final plans have been informed by this community feedback, as well as input from key NSW Government agencies and Murray River Council staff.
The Moulamein Master Plan provides the long-term strategic framework for the township, while the Community Action Plan identifies and prioritises actions to help bring the community’s vision to life.

- Morago Street updates
- Town Gateway improvements
- Expansion of path networks
- Community Hub development
- Future housing investigations
- Staged improvements across park spaces
- Sport and rec upgrades
- Levee upgrades
Mayor Harvie said adoption of the plans was an important first step, with the focus now turning to progressing priority actions as opportunities and funding become available.
“These plans give us a strong foundation to advocate for Moulamein and to make sure future investment is targeted towards projects that will have a meaningful benefit for the community,” he said.
“The vision has been developed with the community, and now we have a clear pathway to work towards it.”
