Municipal Monitor to be appointed to Horsham Rural City Council

On 2 June Mayor Robyn Gulline and CEO Sunil Bhalla met in person with the then Minister for Local Government Shaun Leane to express concerns with governance practices at Horsham Rural City Council.

This meeting was followed with a formal request to Minister Leane on 14 June to appoint a municipal monitor to assist Council.

This request has been granted, with the new Minister for Local Government Melissa Horne announcing the appointment of a municipal monitor to Horsham Rural City Council to support and improve governance.

With the appointment of the monitor, Minister Horne will also specify the terms of reference for the appointment, which will clarify specific areas of observation and support to ensure that Council can fulfil its obligations to the Horsham community.

Municipal monitors are appointed by the Minister for Local Government to Councils that have experienced governance issues. Monitors will observe governance processes, report back on issues, provide advice to Councils and make recommendations to the Minister.
