Environment Protection Authority Victoria (EPA) has published new information about the used lead acid battery recycling plant proposed for Hazelwood North.
EPA is considering a Works Approval application from the proposal’s developer Chunxing and on three occasions this year (31 January, 19 February and 24 April 2020), issued the company with notices under section 22 of the Environment Protection Act 1970 to supply further technical and process information. This information included air emission management, public health risk assessment, wastewater and stormwater management.
Now that the additional information has been provided and published, EPA will reopen public submissions for comment from 9 July 2020 until 23 July 2020.
“Chunxing has now provided the information we requested which will help the local community better understand what is proposed, ” said EPA Director Developments and Infrastructure Richard Marks.

“This is an important opportunity for the community to be better informed and let us know their thoughts. The proposed facility, to be located at Crown Allotment 2047, Fourth Road, Hazelwood North, intends to operate 24 hours – 7 days per week with allowance for 30-40 days of maintenance per year,” said Mr Marks.
EPA Works Approvals
Works Approvals are issued by EPA under the Environment Protection Act 1970. They are required for industrial and waste management activities that have the potential for significant environmental impact.
A Works Approval permits plant and equipment to be installed, the operation of which will result in one or more of the following
• The discharge of waste to the environment
• An increase in, or alteration to, an existing discharge.
• A change in the way waste is treated or stored.
