Like many Councils, Knox is experiencing increasing demand for homelessness services as a result of housing affordability pressures, cost-of-living increases, and a shortage of affordable housing.
While a range of homelessness support services operate within Knox, there is currently no overnight winter shelter program available within the municipality during the winter months. Through the 2026-2027 Budget process, Council has allocated funding for an external organisation to establish a local Winter Shelter Program.
The program will support the establishment and delivery of the winter shelter program in Knox, providing safe overnight accommodation during the coldest months and supporting connections to specialist homelessness services.
Knox are inviting expressions of interest from organisations interested in delivering the program with applications due 10 November 2026.
