Councillors met at 5:30pm on 8 September 2026 for the Dubbo Regional Council (DRC) Standing Committee meetings. Outcomes from the Standing Committees will be taken to the Ordinary Council meeting on 22 September 2026 for consideration and adoption, with the exception of those matters to which delegation to the committees has been appointed.
Infrastructure, Planning and Environment Committee
The Report of the Renewable Energy Zone Benefit Committee meeting held on 30 July 2026 was noted.
DEVELOPMENT ACTIVITY STATEMENT: Councillors noted the report which provides an overview of development approvals during the previous month. The report showed during the 2025/2026 financial year 583 Development Applications were approved.
DEVELOPMENT APPLICATION – RESIDENTIAL SUBDIVISION 203 LOTS: Council approved the development application at 13L Narromine Road for a residential subdivision of 203 lots, four public recreation lots, three drainage reserves and seven residue lots, subject to Conditions of Development. The offer to enter into a planning agreement from the applicant was also noted. Council also amended Condition 9 in the subdivision works stating a landscape plan for all public areas, including road reserves, open space and drainage reserves, must be approved by Council before subdivision works commence, with a minimum two-metre landscaped buffer provided along the full length of the North-South Arterial Road acoustic barrier and maintained by the developer for 10 years after the final lot is sold.
CONFIDENTIAL – WESTERN DISTRIBUTOR – RAIL OVERPASS LAND ACQUISITION: Council will proceed with the compulsory acquisition of the land listed in the report under the Roads Act 1993.
Culture and Community Committee
The Report of the Multicultural Advisory Committee held on 3 August 2026 and the Report of the Youth Council held on 6 August 2026 was noted.
DRAFT DUBBO SHOWGROUND AND WELLINGTON SHOWGROUND MASTER PLANS: Council recommended the draft Dubbo Showground Masterplan and draft Wellington Showground Masterplan be placed on public exhibition, with the exhibition noting projects identified in the Masterplans remain subject to future Council considerations, funding availability and budget processes. A report will be presented back to Council following the public exhibition period, detailing submissions and recommendations for any amendments.
DRAFT 2026-2030 DISABILITY INCLUSION ACTION PLAN: Council recommends endorsing the draft 2026-2030 Disability Inclusion Action Plan for public exhibition with a further report to be brought back to Council following the public exhibition period.
CONFIDENTIAL – UPDATE TO PROPOSED LEASE OF WELLINGTON SHOWGROUND: Council endorses the proposed lease arrangement with the Wellington Showground for a term of three years, with an option for a further two years, to be placed on public exhibition. A report will be returned to council with consideration of any submissions received for final determination.
Corporate Services Committee
The Report of the Village Committee held on 13 July 2026 and the Report of the Wellington Town Committee held on 15 July 2026 was noted.
REVIEW OF COUNCIL POLICY – PROCUREMENT: Council recommends endorsing the draft Council Policy – Procurement for public exhibition, with a report to be presented to Council detailing submissions received and any recommended amendments.
PERFORMANCE OF COUNCIL BUSINESS ACTIVITIES AND CONSIDERATION OF DIVIDEND PAYMENTS: Council determined not to declare a dividend from the Dubbo Regional Airport, Dubbo Regional Livestock Markets, Property Development or Rainbow Cottage Childcare Centre for the 2025/2026 financial year with all earnings to be retained within the respective business activities to support future operational and capital requirements.
CONFIDENTIAL – LEGAL PANEL TENDER: Council will accept the tender for a Legal Services Panel and establish a panel arrangement for legal services to Dubbo Regional Council for a period of three years, with the option to extend for another two years. Council will appoint Clarke Kann Lawyers, HWL Ebsworth Lawyers, Lindsay Taylor Lawyers, Marsdens Law Group, Matthews Folbigg, Shaw Reynolds Lawyers, Sparke Helmore Lawyers and Workdynamic Australia to the legal services panel.
