On 1 July 2026, we opened applications for the permanent exit arrangement for fixed-delivery carbon abatement contracts.
From 1 July 2026 to 31 December 2030, eligible sellers can make exit payments as an alternative way to fulfil their fixed delivery carbon abatement contracts. This provides eligible contract holders with greater flexibility in meeting their contractual obligations while recognising changing market conditions in the Australian carbon credit unit (ACCU) market.
Participation in the permanent exit arrangement is voluntary, and participating sellers must fulfil all outstanding contractual obligations by 31 December 2030.
To support market transparency and help market participants better understand ACCU supply and demand dynamics, we are adding the following data to the carbon abatement contract register:
- outstanding contract volume as at 1 January 2025
- ACCUs delivered since 1 January 2025
- ACCUs exited under the permanent exit arrangement since 1 July 2026.
This information is provided for all eligible fixed delivery contracts and should not be used to infer whether a particular seller has entered into, or intends to use, the permanent exit arrangement.
We have also started publishing 6-monthly projections of expected ACCU deliveries and exits under the permanent exit arrangement. This will provide the market with additional insight into the expected ACCU deliveries under carbon abatement contracts and ACCU volumes that could become available to the market as a result of the permanent exit arrangement. This will be in addition to our regular monthly register updates and continue until 2030.
