Seeking feedback on proposed policy changes for aerodrome rescue and firefighting services

Subpart 139.H of the Civil Aviation Safety Regulations 1998 (CASR), Aerodrome rescue and firefighting services presently regulates the provision of ARFFS.

The Subpart 139.H ruleset will transition to Part 176 of CASR as a standalone ARFFS regulation.

We are proposing policy changes to incorporate into the development of the new Part 176 of CASR.

The proposed changes identify opportunities to support the adoption of modern, outcome-based approaches in the performance of ARFFS functions while continuing to maintain a safe aviation environment.

Part 176 will establish a safety framework, set minimum service standards and will outline:

  • when an ARFFS is required (establishment or disestablishment)
  • provision of ARFFS outside of the criteria
  • arrangements with state or territory fire brigades and other third-party providers
  • quality control
  • personnel recruitment
  • training establishments.
