Report to explore support for new businesses

Council has agreed to receive a report outlining Council support and opportunities for new businesses.

The report is to focus on a number of areas including fees and costs, strategies to attract new business to Wagga LGA, exploring options to assist new businesses, and consider risk management strategies.

The original Notice of Motion outlined opportunities to defer fees, however, an amended motion offered a broader overview for the purposes of the report.

Call for report into northern area traffic management

Traffic management in the Northern Growth Area of Wagga will be the focus of a report back to Council demonstrating how vehicular movement can be managed in the future.

The report will consider connectivity options to the city from Estella and surrounds, along with planning concepts with a view to “future proofing” the area as it grows.

A Notice of Motion also called for an approach to Transport for NSW to immediately release the “Wagga Traffic Corridor Study”.

DCP revisions on public exhibition

Council is proposing revised DCP provisions for the management of additions, secondary dwellings and infill development within the Heritage Conservation Area.

These seek to focus provision upon the key character considerations for the area and allow for development on sites in these areas to support strategic objectives for residential development in Central Wagga Wagga.

A second amendment is proposed for Cooedong Lane to preserve the character and mitigate traffic concerns along the laneway.

Both proposals will be placed on public exhibition from 21 March to 18 April 2020, with submissions invited until 2 May 2020.

RP-1 DCP AMENDMENT – MANAGEMENT OF ADDITIONS, SECONDARY DWELLINGS AND INFILL DEVELOPMENT WITHIN THE HERITAGE CONSERVATION AREA

Development application decision deferred

Council has deferred consideration of a development application (DA19/0603) for alterations and additions to the dwelling house at 93 Best Street, Wagga. The decision is the result of any pending amendment to the DCP as per RP-1 above.

Dunns Road funding approved

Funding for the upgrade of Dunns Road was locked in by Council tonight.

A $5.8M Federal Government grant and $2.4M from Council was approved for the project which will total $8.29M.

A detailed survey and design of the road can now be undertaken in line with the approved grant application.

Wagga bus zones changes

Changes to one bus zone in Wagga and the creation of a new one were tonight endorsed by Council. These include:

  • the extension of an existing bus zone on the western side of Fitzmaurice Street, immediately north of the intersection with Johnston Street, by a length of 12 metres
  • establishment of a new bus zone in Macleay Street at the front o the TAFE NSW Wagga campus

Kincaid Street trial parking made permanent

The 90 degree angle parking in the centre of Kincaid Street will now become a permanent arrangement following a lengthy trial on the CBD street.

There will be six less parking spaces as recommended by Council’s Traffic Committee. This is to allow larger vehicles access to delivery driveways.

Council was set to extend the trial tonight before an amendment to keep parking in the middle of the road was given unanimous support by Councillors present.

Support for SAP masterplan

Council has provided in-principle support for the draft Wagga Wagga Special Activation Precinct Masterplan to be placed on public exhibition for community consultation and engagement.

A key element of the SAP framework is the Masterplan for the precinct. The draft Masterplan and supporting planning controls will form the basis for future development across the Wagga Wagga SAP encompassing the Bomen Enterprise Area.

Draft Regional Procurement Preference Policy on exhibition

Council has agreed to place the draft Regional Procurement Preference Policy on public exhibition to seek feedback from the community. The policy includes a ranges of opportunities to encourage regional businesses to engage in Council’s tender and quotation process.

New fee for larger bins

The new domestic waste kerbside collection fee for the supply of 1,100L general waste bins has been adopted and included in the 2019/20 Fees and Charges following the public exhibition period.

Push for more Lay Down Facilities

A motion pushing for the installation of lay down facilities along NSW highways and service centres has been approved for submission to National General Assembly of Local Government Annual Conference on 14-17 June 2020.

The motions reads: “Advocate to the NSW Minister for Families, Communities and Disability Services, the Minister for Transport and Roads and the Shadow Minister for Disability Inclusion, to call upon the State Government to fund adult laydown change facilities along NSW highways. Advocate for the National Construction Code to include laydown change facilities as a requirement at major highway service centres.”

Internal audit services

Council has formally agreed to a recommendation to decline tenders submitted for the provision of internal audit on the basis that it will carry out internal audit services using employed staff.

RP-10 RFT2020-10 PROVISION OF INTERNAL AUDIT SERVICES

Performance reports detailed

A report providing details of Council’s performance against the Combined Delivery Program and Operational Plan 2019-20 (from July to December 2019) was accepted by Council.

In accordance with the Integrated Planning and Reporting (IPR) framework, Council is required to report its progress against the Delivery Program on a biannual basis.

RP-11 PERFORMANCE REPORT – JULY TO DECEMEBER 2019

Upgrade for Livestock Marketing Centre

Budget approval for an upgrade to a new fan draft system at the Livestock Marketing Centre has been endorsed by Council.

The $395K project follows a recent cattle yard upgrade. The new fan draft system will improve stock flow efficiency and provide a safer working environment, particularly for horseback riders.

The project will be completed over the next two financial years.

RP-13 LIVESTOCK MARKETING CENTRE -DELIVERY FAN DRAFT IMPROVEMENTS

New facilities planned for waste centre

Gregadoo Waste Management Centre (GWMC) is planning to construct new weighbridge facilities capable of weighing B-Double heavy vehicles in a single weigh.

The intent is to move the new weighbridge toward the entrance to the Centre to facilitate weighing and improve management of waste and recycling activities.

Council tonight approved the budget variations for the $2.39M project.

Entwine landscaping works

Council has agreed to enter into negotiations for the design and construct of landscaping works for the Entwine project after declining all tenders.
