Changes To VBA Governance

In late 2023, the VBA released its new Regulatory Policy Statement.

This Statement explains how the Authority will lift its performance to become a Trusted Regulator in the building and plumbing regulatory system.

To enable this, the VBA has embarked on a major reform program that prioritises consumers, while improving our regulatory effectiveness. It has been pleasing to receive feedback from consumers and industry acknowledging a change in our approach, including major improvements in our enforcement and communications activities.

Our ongoing reform program is challenging and will require continued changes in how we do things across the organisation. We remain steadfastly committed to delivering this. It is essential to ensure improvements in consumer outcomes and confidence in our sector.

In order to be able to effectively deliver these improvements, the Government has decided to introduce new governance arrangements for the VBA from this Sunday, 31 March.

The new arrangements which have been announced by the Minister for Planning are:

  • The appointment of the current CEO as a new sole Commissioner from 31 March for a period of two years, until 31 March 2026, to replace the current Board. The intent of this change is to enable the VBA to move decisively and quickly to implement new approaches. The position will report directly to the Minister for Planning, Sonya Kilkenny, to ensure that governance and accountability are of the highest standards.
  • The establishment of two new advisory committees – one for building and one for plumbing – to support the new Commissioner. We intend to establish these new advisory bodies as a matter of priority.

These changes herald an exciting new chapter for the VBA and demonstrate the Government’s confidence as we embark on our reform program.
