Cleanaway licence breach fine

Waste company Cleanaway has been fined $8,060 by Environment Protection Authority Victoria (EPA) after it failed to abide by the terms of a Post Closure Pollution Abatement Notice (PC PAN) on the closed Tullamarine landfill site.

Under the terms of the Notice, Cleanaway had to monitor and report on surface water quality at Moonee Ponds Creek near the closed Western Avenue, Melbourne Airport landfill site.

The site ceased accepting waste in 2008, but all landfills require long-term management after closure to ensure risks associated with leachate and landfill gas are appropriately monitored and managed.

“Cleanaway, under the terms of the Notice, are required to monitor surface water to assess risks to the surrounding environment, but in the third quarter of 2018 Cleanaway failed to do so,” said EPA Northern Regional Manager Jeremy Settle.

“EPA’s Notice is well understood by the company and the information is important in identifying and managing any potential issues, so there is no reason why Cleanaway should not have complied and a fine is appropriate.”
