Consultation on fees for proposed general aviation maintenance rules

The proposed new Part 43 will require the addition of 9 new fees. The proposed fees adhere to the Australian Government’s overarching cost recovery policy which requires us to charge for services such as applications for permissions and authorisations.

As part of our General Aviation Workplan, we committed to establish new Part 43 maintenance regulations specifically for general aviation.

We’ve consulted extensively and have taken industry feedback on board. We are currently working to finalise the ruleset, implementation guidelines, and supporting material.

We are seeking feedback on our proposed amendments to the Civil Aviation (Fees) Regulations 1995 to include the Part 43 fees schedule.

This will ensure we comply with the cost recovery policy for the following new permissions:

  • Grant of an inspection authorisation to the holder of a category B1 licence
  • Grant of an inspection authorisation to the holder of a category B2 licence
  • Variation or renewal of an inspection authorisation
  • Grant of an aircraft maintenance technician certificate AMTC1 or AMTC2
  • Grant of an aircraft maintenance technician certificate either AMTC3 or AMTC4
  • Approval of a person to provide a training program
  • Approval of an inspection program
  • Approval of a variation to an inspection program
  • Approval of a pilot maintenance task.

Next steps

After we have settled the Fees regulations, we will finalise the Part 43 legislation and implementation plans – taking on board comments from the public consultation.

We will continue to engage with the Part 43 Technical Working Group as we work towards making the complete Part 43 legislative package in the first half of 2024.
