Council’s Financial Statements and the Flood Risk Group on the agenda

Kempsey Shire Council

Among the agenda items for consideration by Council will be a presentation from Council’s Auditors on the 2022-23 Financial Statements, the second Quarterly Progress Report for the 2023-24 financial year, a motion to re-establish the Flood Risk Management Reference Group, and a rescission motion regarding the South West Rocks Visitor Information Centre.

There is also a Mayoral Minute regarding cost shifting on Local Government.

You can register to speak to Councillors at the Public Forum on Monday 19 February. The meeting is only held if there are registered speakers.

The Ordinary Meeting will be held at the Kempsey Shire Council Chambers from 9am on Tuesday 20 February.

Mayoral Minute – Cost shifting on Local Government

The Mayor will ask Council to support the local government sector in seeking urgent action to address the matter of cost shifting which arises where the NSW Government forces councils to assume responsibility for infrastructure, services and regulatory functions without sufficient supporting funding.

Examples of cost shifting include the Waste Levy, the Emergency Services Levy and associated emergency services contributions, failure to reimburse pensioner rebates, and failure to cover an original commitment of 50% of the cost of library operations.

Auditor’s presentation on Financial Statements 2022-23

Council will receive a presentation from Council’s Auditors on the 2022-23 Financial Statements.

Second Quarterly Progress Report for the 2023-24 Financial Year

Council will receive a presentation on the second quarterly progress report on the adopted Delivery Program and Operation Plan for 2023-24. The Delivery Program and Operational Plan 2023-24 details the activities, along with the associated performance measures and budgets, which are planned to be delivered over the 2023-24 financial year.

The following reports are provided to Council on a quarterly basis:

1. Quarterly Budget Review Statements;

2. Delivery Program and Operational Plan 2023-24;

3. Financial Sustainability Program Status Report;

4. Key Performance Indicators 2023-24;

5. Grants Status Summary; and

6. Payment of Expenses to Councillors Report.

Flood Risk Management Reference Group

In November 2023 Council resolved to re-establish the Flood Risk Management Reference Group.

An open expression of interest was conducted, encouraging residents of the Kempsey Shire community to apply via Your Say Macleay. Council received 17 applications for the Flood Risk Management Reference Group.

Council will be asked to approve the endorsed representatives.

The re-establishment of the Flood Risk Management Reference Group will promote better collaboration with landowners, state agencies, Council and Council staff regarding the issues pertaining to flooding.

The group will provide valuable input into the future flood risk management of the Shire.

Rescission Motion: South West Rocks Visitor Information Centre

Council will be asked to rescind the previous resolution of Council in relation to closing the SWR Maritime Precinct Visitor information Centre and replace it with a resolution to keep the Centre at its present location.
