Draft governance rules out for comment

Campaspe Shire Council has endorsed Draft Governance Rules, now open for public comment.

Mayor, Cr Adrian Weston said the Governance Rules have been redrafted in line with the new Local Government Act which came into effect on 24 March this year.

“The Rules outline the procedures for Council Meetings and set the rules of behaviour for those participating and present at the meeting. They also outline the process for the appointment of the Mayor and Deputy Mayor,” Cr Weston said.

“The new Act is being implemented in four stages, with the requirement for councils to develop and adopt Governance Rules by 1 September.”

The Governance Rules have been drafted giving consideration to the current Local Law Meeting Procedures and Draft Governance Rules released by Local Government Victoria.

“The Governance Rules aim to ensure open and transparent Council meetings, detailing how business is conducted and accountability in the decision-making process,” the Mayor added.

The community is now invited to make submissions on the Draft Governance Rules. Written submissions must be received by 5pm on Thursday, 30 July. An online submission form is available from Council’s website.

Council will consider public submissions at a submission hearing on Tuesday, 4 August at 5pm at the Echuca Civic Centre Function Room. This meeting may be live streamed and not open to the public, depending on the restrictions in place at the time.

The Governance Rules will be considered for adoption on Tuesday, 18 August at 5pm taking into account any submissions received.

The Draft Governance Rules are available for viewing on Council’s website or in hard copy at any customer service centre.

At the meeting, Council also adopted a revised Election Period Policy to comply with requirements of the new Act, outlining procedures during the election period prior to a general election.
