Embedding Urban Forest Strategy into our Bayside Planning Scheme

We’re undertaking a Planning Scheme Amendment to embed the objectives of the Bayside Urban Forest Strategy into the Bayside Planning Scheme.

The Bayside Urban Forest Strategy 2022-2040, which was adopted by Council in February 2022 includes an action plan to enhance the Bayside Planning Scheme. This plan aims to ensure that the Planning Scheme provides a strong framework to achieve the objectives of the Bayside Urban Forest Strategy.

The first stage of this process is Amendment C186bays to the Bayside Planning Scheme. This amendment aims to support the Municipal Planning Strategy and Planning Policy Framework by:

  • Amending Strategic Directions at Sub-Clauses 02.03-2 (Environmental and Landscape Values) and 02.03-3 (Environmental Risks and Amenity) to strengthen Council’s environmental focus
  • amending Sub-Clause 12.01-1L (Protection of Biodiversity) to strengthen Council’s biodiversity protection strategies
  • introducing the Strategy as a Background Document listed in Clause 72.08.

The proposed changes apply to the entire municipality and will be open for public exhibition from 21 September 2023 until 26 October 2023.

The changes proposed in Amendment C186bays will provide better urban forest outcomes within Bayside. This amendment will also support subsequent planning scheme amendments, including:

  • The rezoning of the Yalukit Willam Nature Reserve and Highett Grassy Woodland
  • increasing protection of Significant Trees by introducing a new Schedule within the Environmental Significance Overlay of the Bayside Planning Scheme
  • investigating a municipal-wide framework for tree planting and protection.
