Free parking at pilot sites for residents this summer

Do you live near Schnapper Point Foreshore, Sunnyside Beach Foreshore or Flinders Pier Foreshore?

During summer, these foreshore carparks will transition to paid parking for visitors to the Peninsula as part of a pilot program designed to test the concept, technology and rules of paid parking on a small scale.

The pilot is an opportunity for residents and visitors to continue to share these foreshores while more fairly distributing the cost of maintaining them.

Residents will not pay to park at these Pilot locations. To ensure resident’s vehicles can be recognised by the camera technology, they will need to apply for a ‘Resident Foreshore Parking ePermit’ prior to parking.

Local Business Staff and Volunteer ePermits are also available for eligible persons to minimise impact on surrounding business owners and their staff and to support community events that take place at our foreshores.

ePermits applications for Mornington, Mt Eliza and Flinders residents open online today at www.mornpen.vic.gov.au/epermits. All other Peninsula residents are welcome to apply from Wednesday 22 November. The process is quick and simple, and residents need only supply proof of residency and vehicle registration details to apply.

ePermits will remain valid at all three locations for the duration of the Pilot and can be applied for at any stage prior to your stay. The system is completely digital, and no paper-based applications or permits will be available. Free community support sessions are available in Flinders and Mornington, should you or someone you know need face-to-face help with their application.

Community support sessions:

  • Tuesday 21 November 9am – 5pm

Flinders Fire Station, 24 Barker Street, Flinders

  • Wednesday 22 November 9am – 5pm

Mornington Library Foyer, Vancouver Street, Mornington

Please bring the required residency and vehicle documentation so we can help you apply at these sessions.

Step-by-step instructions on applying for an ePermit, including eligibility and supporting documentation required, are available online and at Customer Support Centres.

Quotes attributable to Mayor Councillor Steve Holland:

“Residents need only apply for an ePermit if they intend to park at one of the three locations. There is no rush, as you can apply at any time prior to your planned visit. While residents are exempt from paying, everyone is required to follow the parking time limits that apply.

“If you are not a resident of Mornington, Mt Eliza or Flinders, we’d appreciate that you hold off from applying until next week. We hope to minimise pressure on the ePermit technology by staggering applications from residents’ keen to get organised for the Pilot start date.

“To ensure our community feels supported throughout this process, we are hosting drop-in sessions for any resident needing a little extra assistance. Step-by-step instructions are also available on our website.

“The Pilot will begin on 1 December 2023, to capture important data over the peak visitation period. If successful, we will consider rolling out the system to other Council-managed foreshore car parks.”
