In 2017, City of Stonnington Councillors approved Percy Treyvaud Memorial Park in Malvern East as the site of a new multi-purpose sport and recreation facility, including four new indoor courts as well as upgraded facilities for sporting clubs already using the site.
In late 2020, with a new Council elected, Councillors asked for an independent review of additional potential sites for the indoor courts.
This recently completed independent review considered 13 sites, including privately owned land, to gauge their suitability to accommodate an indoor multipurpose sport and recreation facility.
The outcome of this review is to continue discussions with Vicinity Centres, operators of Chadstone Shopping Centre, to investigate the concept of a multipurpose sport and recreation facility to support community need for additional indoor sporting courts. Discussions will also continue with Homesglen Institute to better understand their interest.
A report will be brought back to Council in July incorporating the outcome of these discussions and a recommendation about the future of the Percy Treyvaud Memorial Park site – which was reinforced in the review as the most suitable Council owned site for the facility, with detailed design and preparation work already completed and budget set aside.

Late last year Councillors asked for an independent review of additional potential sites for a multipurpose sport and recreation facility planned for Percy Treyvaud Memorial Park in Malvern East.
This request expanded the parameters of previous studies to include a number of alternate sites, including privately owned property, which may be suitable.
The independent review was conducted by an expert infrastructure advisory practice with input from Multipurpose Sports Facility Stakeholder Reference Group that included representatives of Stonnington community groups.
Cr Hely said that of thirteen considered sites, Percy Treyvaud Memorial Park was assessed as the third best option based on the assessment criteria:
This independent review reinforced that Percy Treyvaud Memorial Park remains the best Council owned site for the facility, but also identified potential opportunities on privately owned land at Chadstone Shopping Centre and Holmesglen TAFE.
Cr Hely said that significant work needs to be undertaken to proceed with the concept to ensure that any future facility meets Council’s requirements to operate and manage the site in the best interests of the community:
Council has now requested officers to do further work with the management team at Chadstone Shopping Centre to further investigate planning, costs and site constraints. We’ll also continue discussions with Homesglen Institute to better understand their interest.
We’ll also look to continue working with our Multipurpose Sports Facility Stakeholder Reference Group which is made up of community and sporting representatives to make sure we get the best outcomes.
While Percy Treyvaud Memorial Park remains the best Council owned site for the facility, we will investigate this potential creative use of private space for public use and keep our options open.
