The Department of Planning, Housing and Infrastructure has released draft plans for a state-led rezoning and State Significant Development (SSD) proposal in St Leonards, now on exhibition for community feedback.
The state-led rezoning of the Telstra exchange site in St Leonards proposes the delivery of a $209 million, 43-storey building with 272 build-to-rent homes, 10 key worker housing units, 84 rooms for serviced apartment accommodation and retail.
If approved, the development could support 250 construction jobs and a further 40 ongoing roles.
There are no changes proposed to the operation of the existing Telstra exchange building and telecommunication infrastructure within it.
Documents on exhibition include the Environmental Impact Statement (EIS) for the SSD and an Explanation of Intended Effect (EIE) for the state-led rezoning.

“This development could provide more housing options, foster diversity and enhance housing affordability.
“It proposes new homes only six kilometres from the Sydney CBD that are close to public transport, including the forthcoming Sydney Metro station in Crows Nest.
“Build-to-rent developments can address the growing need for more rental accommodation and offer stability, security, and relief to renters.
“In line with the Department’s priorities to accelerate the delivery of homes, the rezoning and development application for this project are being considered at the same time.”
