New DRAFT Developer Contribution Plan endorsed

At its April 2023 Ordinary Council meeting, Council endorsed the DRAFT Developer Contributions Plan (Fixed Levy Section 7.12).

The new 10-year plan will replace the existing ‘Section 94A Fixed Levy Contributions Plan’ which was first adopted on 27 April 2016 and was due for a review.

The review involved the development of a new works schedule for future projects with all projects from the old plan having been completed.

Mayor Cr Tony Reneker said the new plan anticipates an income of approximately $200K per annum to apply towards the provision, extension or augmentation of public facilities.

“The DRAFT Developer Contributions Plan (Section 7.12) provides useful revenue for a range of public services, such as public domain upgrades (including landscaping, lighting and heritage conservation works), disabled access improvements, upgrades to the Leeton stadium, and many more,” he said.

The income for those works is generated through levies paid to Leeton Shire Council as per Section 7.12 of the Environmental Planning and Assessment Act 1979. Based on a percentage of the development cost, it is to be applied when a development consent or complying development certificate is issued.

There will be no change to these contribution percentages as a result of the review of the plan. The current contribution levy rate percentages are detailed in the below table.

Developer contributions do not apply to:

  • disabled access,
  • providing affordable housing (including part of a development),
  • reducing a building’s use of potable water (where supplied from water mains) or energy,
  • sole purpose of the adaptive reuse of an item of environmental heritage,
  • works undertaken for charitable purposes or by a registered charity,
  • Council-led developments

Mayor Cr Reneker is encouraging the community to provide feedback on the plan and the priority areas outlined in the enclosed schedule.

“We welcome the community to submit their feedback to ensure the priority areas identified align with what the community deems important,” he said.
