Off-the-plan purchase program adds to support for construction sector

  • Purchases designed to help new medium and high-density developments get finance and start building
  • Program will support jobs in WA’s second-biggest employment sector
  • The McGowan Government is calling for submissions for home pre-sale opportunities to stimulate residential construction, support jobs in the housing industry and boost Government housing programs.

    Purchasing off-the-plan homes will help medium and high-density residential developments achieve the minimum number of pre-sales required to secure finance and commence construction.

    Developers are invited to prepare and lodge submissions for developments that are well-designed, well-located and offer value for money in metropolitan Perth or regional Western Australia.

    To be considered, developers must have a valid development approval and agree to the allocation of dwellings acquired through this process to any of the Department of

    Communities’ housing programs, including social and affordable housing.

    A maximum of 20 per cent of the overall dwelling yield of a development will be considered for purchase.

    Developments already under construction or completed will not be considered through this program.

    The opportunity to lodge submissions is open until July 3, 2020. Developers can access the tender documents via TendersWA (tender number HOU202004740).

    The McGowan Government’s $319 million Social Housing Economic Recovery Package is the biggest housing maintenance and refurbishment program in WA’s history.

    Announced in June 2020, it will see the refurbishment of 1,500 public and community houses, supported accommodation facilities such as FDV refuges, and residential group homes.

    It also includes a rolling maintenance program targeting 3,800 regional Government-owned properties, and the delivery of about 250 new homes to help the most vulnerable people in our community.

    As stated by Housing Minister Peter Tinley:

    “As part of the recently announced $319 million package, the McGowan Government has allocated $97 million to stimulate the building industry through the construction of new housing and the purchase of off-the-plan dwellings.

    “This submissions process aims to accelerate the start of building construction-ready projects across WA and support jobs in the State’s second-biggest employment sector. 

    “I urge developers who meet the requirements to get in quick and lodge a submission before the tender closes on July 3, 2020. 

    “A thorough evaluation process will confirm that projects are ready for immediate start, provide value for money and are suitable for Government housing programs.”
