Outcomes of November standing Committee meetings

Dubbo Regional Council (DRC) met on Thursday 10 November 2022, 5:30pm in the Dubbo Council Chambers to discuss the following items. These items are subject to Council resolutions at the October Ordinary Council Meeting.

INFRASTRUCTURE, PLANNING AND ENVIRONMENT COMMITTEE

REPORT OF THE PUBLIC SPACES TREE COMMITTEE – MEETING 26 OCTOBER 2022: The Committee noted the report from the Public Spaces Tree Committee meeting with Councillor Jessica Gough elected Chairperson. The Committee will meet quarterly with the next meeting to be held Wednesday 1 February 2023 at 4.30pm. The Committee was provided with an update on the Wellington Street Tree Master Plan.

BUILDING SUMMARY – OCTOBER 2022: The Committee noted the report of the Director Development and Environment. Total dwellings approved in October 2022 was 12. Common peaks and troughs in approvals are recognised with a decline from the September 2022 approvals of 43.

PUBLIC EXHIBITION RESULTS – WATER SUPPLY AND SEWERAGE CUSTOMER SERVICE PLAN 2022/2023 AND 2023/2024 AND WATER SUPPLY AND SEWERAGE CUSTOMER SURVEY RESULTS 2022: The Committee recommended that the draft Water Supply and Sewerage Services Plan 2022/2023 and 2023/2024 be adopted.

SMART METER – SOFTWARE AND DATA COLLECTION: The Committee recommended that the contract for the Smart Water Meter Data and Software Service Agreement be extended in accordance with Section 55(3)(i) of the Local Government Act 1993 being a period of 10 years. All documentation in relation to this matter remains confidential to Council.

CULTURE AND COMMUNITY COMMITTEE

REPORT OF THE MULTICULTURAL ADVISORY COMMITTEE – MEETING 10 OCTOBER 2022: The Committee noted the report from the Multicultural Advisory Committee meeting. A special meeting of the Multicultural Advisory Committee will be held in November 2022 to discuss the Gap Analysis for multicultural services in the Dubbo Region with a number of representatives to be invited including the Member for the Dubbo Electorate.

REPORT OF THE WIRADJURI TOURISM PROJECT COMMITTEE – MEETING 10 OCTOBER 2022: The Committee noted the report from the Wiradjuri Tourism Project Committee with Councillor Pamella Wells elected Chairperson. The next meeting is to be held on 15 November 2022.

REPORT OF THE SOCIAL JUSTICE ADVISORY COMMITTEE – MEETING 18 OCTOBER 2022: The Committee noted the report from the Social Justice Advisory Committee. The Social Justice Advisory Committee was provided with an update on the Dubbo Drug and Alcohol Rehabilitation Centre by Western NSW Local Health District representatives. However there was no information provided regarding timelines for the Dubbo Drug and Alcohol Rehabilitation Centre. It was noted that the Social Justice Advisory Committee may facilitate a gap analysis of social justice issues in the Local Government Area.

REPORT OF THE RECONCILIATION ACTION PLAN WORKING GROUP – MEETING 25 OCTOBER 2022: The Committee noted the report from the Reconciliation Action Plan Working Group meeting. Amendments to the Draft Reflect Reconciliation Action Plan were endorsed, with lodgement of the plan proposed to be undertaken in April-May 2023.

REPORT OF THE SISTER CITY COMMITTEE – MEETING 26 OCTOBER: The Committee noted the report from the Sister City Committee meeting. Signage is to be installed at the entrance of the Shoyoen Gardens prior to the 20th Anniversary depicting the design, construction, ongoing development and the contribution from Minokamo.

REPORT OF THE YOUTH COUNCIL – MEETING 1 NOVEMBER 2022: The Committee noted the report from the Youth Council. The Youth Council will invite a number of guest speakers/presenters to future meetings to discuss areas of interest suggested by the Committee members.

LICENCE AGREEMENT FOR 74 WINGEWARRA STREET – THE GREENS: The Committee considered a report from the Director Community, Culture and Places. The Committee resolved not to proceed.

CORPORATE SERVICES COMMITTEE

E-SCOOTER SHARED SCHEME TRIAL: The Committee endorsed the recommendation to withdraw Council’s Expression of Interest for the current E-scooter trial, due to the proposed January 2023 timeframe impacting on Council’s ability to implement a meaningful community consultation program and subsequent trial. Council will provide further requests to the NSW Government to consider a trial later in 2023 and undertake further investigations of a potential E-bike trial.
