- Deed of Option to Purchase signed between Boston Holdings and State Government for the Heidelberg Park site in Carmel
- Two-year timeframe to progress detailed planning and obtain development approval, prior to purchasing the land
Following the announcement of Boston Holdings as the preferred proponent in March 2022, the State Government has successfully negotiated a Deed of Option to Purchase for the Heidelberg Park site in Carmel.
The Option Deed provides Boston Holdings security to undertake feasibility studies and finalise its proposed partnership arrangements with residential aged care provider, Rosewood.
The current zoning of the site requires the proponent to prepare a structure plan for approval by the Western Australian Planning Commission, prior to any future subdivision and development. The structure plan will address factors such as bushfire management and mitigation, landscaping and public open space requirements and the provision of service infrastructure.
Boston Holdings has a period of 24 months to progress detailed structure planning and obtain development approval, prior to purchasing the land.
As stated by Lands Minister John Carey:
“A Registration of Interest process for the development was conducted in 2021 with the aim of increasing aged care facilities in the Perth Hills.
“With an ageing population, this Government is committed to making land available to enable diverse housing options to be developed for those who want to remain in their local communities.”

“The McGowan Government continues its commitment to ensuring our senior Western Australians have access to residential care options that suit their needs.
“With our ageing population and a high demand for aged care facilities, it’s pleasing to see this progression for this much needed project in our Perth Hills.”

“As local MP for Kalamunda, I know that older local people want to see machinery digging on-site at Heidelberg Park as soon as possible.
“I will continue to press for more local aged care, and I look forward to the Boston Group and their partner Rosewood offering Hills folk the opportunity to move to Carmel.”
