The McGowan Labor Government 2022-23 State Budget includes $347 million over the next four years for more cycling and walking infrastructure for Western Australians.
Following the completion of several major projects, including vital links in the Kwinana Freeway and Fremantle train line shared paths, the McGowan Government has continued its commitment to plan and build a safe, integrated and accessible cycling and walking network.
The 2022-23 State Budget includes investment in:
- $47 million to further expand local bicycle infrastructure through the Western Australian Bicycle Network (WABN) Grants Program and other projects;
- $62 million to continue the Principal Shared Path (PSP) Expansion Program;
- $46 million to deliver riding and walking facilities as part of major infrastructure projects including the Swan River Crossing Project, Mitchell Freeway projects (Hodges to Hepburn, Cedric to Vincent and Stephenson Avenue) and Tonkin Highway Extension;
- $35 million has been set aside to deliver a pedestrian and cycling bridge in East Perth to deliver better infrastructure connecting the community and train station; and
- $157 million through the Perth City Deal to deliver transformational active transport projects including the Causeway Pedestrian and Cyclist Bridge.
The $62 million commitment to extend or complete the PSP network includes constructing the next stages for the popular Fremantle Line PSP and closing gaps on the cycle route along the Armadale train line.
More than $47 million will be available for the planning, design and construction of local bicycle infrastructure, to ensure continuity and provide enhanced recreational, commuter and tourism cycling experiences.
The McGowan Government has secured $157 million as part of the historic Perth City Deal, to progress iconic projects such as the Causeway Cyclist and Pedestrian Bridge which will transform walking and riding connections to, from and within the Perth CBD.

“The McGowan Government is investing a record $347 million in new riding and walking infrastructure over the next four years, supporting the community and creating jobs.
“We want to make riding and walking safe, convenient and widely accepted modes of transport in WA, and to do that we need to build facilities that connect communities and are continuous across local government boundaries.
“Over the past four years we have delivered more than 150 kilometres of high-quality shared pathways for walking and cycling across WA, providing Western Australians with various opportunities to travel around the State.
“In 2022-23 we look forward to continuing work on the Fremantle line shared path and further increasing our investment in the Western Australian Bicycle Network Grants Program to provide even more opportunities for those who want to ride for leisure, fitness or as part of their daily commute.
“In our regions, investing in safe and attractive bicycle infrastructure, such as expanding the Geraldton cycling network and facilitating long-term network planning projects in Kalgoorlie and the Great Southern and Gascoyne regions, will provide opportunities to showcase some of the State’s best natural landscapes while also forming important recreational assets for the community.”
