Funding towards $1M Holbrook Road upgrade

Council has identified a $1M pavement upgrade of Holbrook Road in its financial performance report and budget variations to the end of October this year.

Council successfully secured $361,000 in funding under the 2019-20 Regional Roads ‘Repair’ Program from RMS. Council will contribute the remaining funds.

The scope of the project includes: The full width of the existing pavement to be rehabilitated by stabilising subgrade, overlaying with 150mm gravel layer and sealing with 14/7 bitumen seal.

Works are scheduled to be completed by the end of May next year.

The total length of work is 2,850m, divided into five sites:

  • – South of Featherwood Road – 235m long
  • – South of Indigo Drive – 675m long
  • – South of Dunns Road – 1,115m long
  • – South of 13 Mile Reserve Road – 500m long
  • – North of Maxwell Road – 325m long

Library campaign ‘spectacular success’

Mayor of the City of Wagga Wagga Cr Greg Conkey has recognised the “spectacular success” of the NSW Public Libraries Association’s 2018-19 ‘Renew Our Libraries’ campaign.

The campaign delivered an increase of $60M in state funding for NSW public libraries over the quadrennial period 2019-20 to 2022-23. This is the largest single increase in state funding since the NSW Library Act was introduced in 1939.

A Mayoral Minute recommended that Council takes a leading role in lobbying for sustainable state government funding for libraries, as well as endorse the distribution of sustainable funding advocacy information in Council libraries, and be involved in actions proposed by the Association as a part of this campaign.

MM-1 – STATE GOVERNMENT FUNDING FOR NSW PUBLIC LIBRARIES

Wagga to join Riverina JO

Council ‘s request to join the Riverina Joint Organisation (RIVJO) has been endorsed by the group and will proceed now that negotiations have been finalised.

Wagga will join the current Council areas of Bland, Coolamon, Cootamundra-Gundagai Regional, Greater Hume Shire, Junee, Lockhart and Temora as RIVJO members.

Confirmation of the membership was outlined in a Mayoral Minute endorsed by Council.

MM – 2 JOINT ORGANISATION NOMINATION

Report called on social and community disadvantage

Council has supported a Notice of Motion to consider utilising its resources to decrease social and community disadvantage and its impacts on residents and the community.

The motion recommended that Council receive a report identifying areas within the Local Government Area that have high levels of social and community disadvantage, and outlines options for Council to reduce social and community disadvantage.

Report called on floodplain stockpiling and levees

Council will receive a report outlining any issues with stockpiling and levees on the floodplain after a Notice of Motion was supported by Councillors.

The motion recommended the report outlines current Council stockpiling on sites within the floodplain, provide an action plan to remove stockpiles and levees (if any action is required), and an update in relation to vegetation management within the floodplain.

LG Annual Conference overview

Council received a report following the recent Local Government NSW Annual Conference, attended by Crs Greg Conkey, Vanessa Keenan, Rod Kendall and Yvonne Braid, and Council’s Director Regional Activation Michael Keys.

A total of 123 motions were debated at the conference. Motions put forward by Wagga City Council and passed by delegates included:

  • “That Local Government NSW and member councils advocate for the better ability to manage dilapidated buildings.”
  • “That Local Government NSW and member councils advocate for a greater investment or resources by the NSW Government into managing Code of Conduct complaints to ensure they are dealt with quickly, efficiently and effectively.”

Council’s lost motion was:

  • “That Local Government NSW and member councils advocate for the removal of the requirement for local councils to make announcements in the local newspaper.”

CR-1 – LOCAL GOVERNMENT NSW ANNUAL CONFERENCE

Residential Development Application approved

Council has approved a development application for alterations and additions to a house in Peter Street, subject to certain conditions.

Council formed the view, through consideration of an assessment report, that the objectives of the Development Control Plan (DCP) have generally been met to a sufficient level to warrant approval and the proposed conditions are consistent with the pattern of the built environment of the neighbouring properties

Planning proposal to rezone land

Council has supported a planning proposal to amend the Wagga Wagga Local Environmental Plan 2010 to rezone land located at 64 Pearson Street.

The application has been received from Bunnings Group Ltd.

It was recommended to proceed with the planning proposal and request a Gateway Determination from the NSW Department of Planning, Industry and Environment. A further report will be received after a public exhibition period.

RP-3 – DRAFT PLANNING PROPOSAL (LEP19/0009) TO REZONE LAND ON THE CORNER OF STURT HIGHWAY AND PEARSON STREET, WAGGA WAGGA

Support for reduced minimum lot sizes

A planning proposal to reduce minimum lot sizes at properties on Vincent Road and Kooringal Road has been endorsed by Council.

The proposal was submitted to the Department of Planning, Industry and Environment for Gateway Determination, and returned subject to conditions and public consultation.

A report to Council outlined feedback on that consultation and also recommended its approval.

RP-4 – PLANNING PROPOSAL LEP18/0014 – REDUCTION TO MINIMUM LOT SIZE CONTROLS TO PART LOT 1 DP 65324, PART LOT 1 DP 219692 AND LOT 2 DP 1009360 ON VINCENT ROAD AND KOORINGAL ROAD, LAKE ALBERT

Gumly Gumly land rezoning approved

Planning proposals to rezone land on the Sturt Highway at Gumly Gumly have been approved by Council.

Council endorsed changes to draft planning proposals at the 27 May 2019 Council meeting for submission to the Department of Planning, Industry and Environment for Gateway Determination. Gateway Determinations were received allowing the proposals to proceed with amendments subject to public consultation.

RP-5 – PLANNING PROPOSALS (LEP11/0003 AND LEP12/0003) TO REZONE LAND ON STURT HIGHWAY GUMLY GUMLY

Flexibility with event signage

Council has endorsed a planning proposal to amend the Wagga Wagga Local Environmental Plan 2010 to allow for more flexibility with event signage on Council owned land.

Council has identified several Council-owned sites in the city that are suitable for the promotion of community events. Permanent signage structures have been provided on these sites.

The amendment clarifies requirements and aligns them with Council’s Community Event Signage Guidelines.

RP-6 – PLANNING PROPOSAL (LEP18/0001) TO AMEND THE WAGGA WAGGA LOCAL ENVIRONMENTAL PLAN 2010 EXEMPT PROVISIONS FOR TEMPORARY PROMOTIONAL BANNERS OR FLAGS

Council success in Low Coast Loans Initiative

Council has been successful in its application that provides a 50 per cent interest subsidy on projects which met the criteria under the Low Cost Loans Initiative (LCLI) program.

NSW Planning and Environment announced the $500M LCLI in late April 2018 to accelerate the delivery of infrastructure in local communities.

Council was successful in Round 1 with a program of $22.6M and a $1.9M subsidy, and also successful in Round 2 with a $610,000 refund.

Roadside Vegetation Management Plan adopted

Council has adopted the Wagga Wagga Roadside Vegetation Management Plan after a period of public exhibition received no submissions.

Parking patrols in CBD carparks

Agreements to monitor parking time limits in two CBD carparks have been approved by Council.

The Local Government Act allows landowners with private car parks to enter into an agreement with Council under which land or any part of the land is set aside for use as a free parking area. This allows Council to regulate time limits for parking in private car parks ensuring adequate parking is available.

Under the agreements, Council will continue its parking patrols in both the Sturt Mall and Myer carparks.

RP-11 – PARKING ENFORCEMENT AGREEMENTS

Council to apply for Ladysmith land control

Council will make an application to NSW Crown Lands for control of land in Ladysmith to facilitate future development opportunities.

An application will be lodged with the NSW Department of Planning, Industry and Environment – Crown Lands for control of Borambola Street to allow for works in the development of a new subdivision.

RP-12 – LADYSMITH VILLAGE – APPLICATION FOR CONTROL OF CROWN ROADS

New Council website approved

The redevelopment of Council’s website to improve user experience within the community has been approved.

The redevelopment will address the aesthetics and usability of the City of Wagga Wagga website and make further improvements to information architecture and Web Content Accessibility Guidelines (WCAG) compliance.

Council accepted the offer of Ivory Information Technology Pty Ltd for the amount of $133,275 excluding gst.

CONF-1 – RFT2019-39 WEBSITE REDEVELOPMENT (DIGITAL REFRESH – STAGE 1)

More solar for Council sites

Council has agreed to enter into a contract for the design and construction of Solar Photovoltaic Systems on a number of Council owned and run sites.

This project is the second stage of Council’s Energy Savings Projects.

Council has accepted the offer of KGM Services Pty Ltd, trading as Solar Professionals, for the design and construction of solar systems for the amount of $291,302 excluding GST.

CONF-2 – RFT2020-07 WWCC SOLAR PROJECT

Planning agreements declined

Council has declined two offers from developers in the city to enter into planning agreements. After consideration of each offer, Council agreed to a recommendation not to accept the offers.

Council will not proceed with:

  • the proposed planning agreement with Damasa in relation to their development in the Morgan/Murray/Forsyth Streets precinct, which forms part of planning proposal LEP 19/0002.
  • the proposed planning agreement with Gordon Saggers in relation to Lot 11, DP 248478.

CONF-3 – PROPOSED PLANNING AGREEMENTS

Kooringal house to be demolished

Council has agreed to a recommendation to immediately proceed with the demolition of a house located at 32 Tichborne Crescent, Kooringal, and recover all costs from the property owner.

The property was burnt out in 2015 and has remained derelict since that time.

CONF-4 – DERELICT HOUSE DEMOLITION

Licence agreement to connect road

A licence agreement with a private land owner will be established to connect Messenger Avenue in Boorooma.

The connection of the road will assist nearby residents with access to the suburb during the Farrer Road widening project.

CONF-5 – PROPOSED LICENCE AGREEMENT FOR MESSENGER AVENUE ACCESS

Decision on Code of Conduct report

Council considered a final investigation report in relation to a code of conduct matter and resolved to formally censure Cr Paul Funnell under Section 440G of the Local Government Act in accordance with the recommendations of the investigator. The breach of the Code related to communications in email correspondence and during meetings of Council in 2017, towards Cr Vanessa Keenan.
