$17.3 million settlement for Landgate building secures future of public sector in Midland

  • As part of the Market-led Proposal process, the market was asked to provide ideas to Government on the future use of the Landgate building.

    In response to a Problem and Opportunity Statement issued by the Minister for Finance in August 2020, Georgiou Capital Pty Ltd submitted a Market-led Proposal providing an innovative solution to the State Government’s future accommodation needs.

    The proposal involved the sale of 1 Midland Square for $17.3 million by Government and a 15-year lease agreement with the State Government to accommodate a larger workforce and a building refurbishment plan.

    Settlement enables Georgiou Capital to proceed in refurbishing the Landgate building with works expected to commence in the coming months and be completed by 2024, providing job opportunities for 370 contractors.

    The refurbished building will remain home to Landgate, accommodate staff from the Department of Communities and provide flexible workspaces for public servants from other government agencies to work in Midland.

    To date, the State Government has received over 65 Market-led Proposals. The successful sale of the Landgate building is the first of seven Problem and Opportunity Statements released by the Government to be completed.

    As stated by Planning Minister Rita Saffioti:

    “The State Government’s Market-led Proposals policy continues to generate strong interest from industry with around 20 proposals currently under assessment.

    “These proposals present the Government with innovative solutions for the delivery of public services, use of surplus government land or buildings or procurement of essential products.

    “They also have capacity to return significant benefits to Western Australians such as through this property settlement.

    “Negotiating this sale has provided a unique opportunity to secure a strong workforce in Midland, create new job opportunities and deliver a modern, contemporary workplace for 850 public servants.”

    As stated by Lands Minister John Carey:

    “This is a fantastic outcome that will not only see the old Landgate building revamped, but will secure a significant State Government presence in Midland for many years to come.

    “We expect there will be around 850 public sector workers operating out of the building, which will include existing Landgate staff, as well as staff from other agencies including the Department of Communities.

    “By significantly improving the old Landgate building and bringing in more workers, we are adding to the continued growth and vibrancy of the Midland town centre, which will be one of Perth’s biggest metropolitan hubs in future years.”
