ACCC proposes to grant extended authorisation for industry collaboration on the future of account-to-account payment infrastructure

ACCC

On 28 October 2026, the ACCC issued a draft determination proposing to revoke authorisation AA1000690 and grant authorisation AA1000739 in substitution. This would enable Australian Payments Network Limited and Australian Payments Plus, members of the Bulk Electronic Clearing System Framework, members of the New Payments Platform Scheme, members of the High Value Clearance System Framework and other industry stakeholders to:

  • engage in discussions and share information for the purpose of developing a common industry vision regarding the future of account-to-account payments infrastructure in Australia
  • reach the in-principle agreement as to how that desired future state should be achieved.

The Reserve Bank of Australia and Commonwealth Treasury are also involved in these discussions.

The ACCC is proposing to grant authorisation with conditions and on substantially the same terms as the existing authorisation for an additional 6-month period, until 31 July 2027.

Further information about the ACCC’s determination is available on the ACCC’s public register.
