Additional coronavirus management measures

The message could not be clearer to Tasmanians – stay at home, unless you must be at work or school.

Staying home, saves lives.

Last night the National Cabinet met to discuss the next stage in our plan to mitigate the spread of coronavirus. And while, there remains no evidence of community transmission in Tasmania, we have an opportunity to take advantage of our unique island situation and strong border measures, to smash the curve and keep Tasmanians safe and secure.

But this can only be achieved if every single Tasmanian, and every person in our state, complies with the rules.

From today, it will be mandatory that all non-essential travellers receive and sign a notice that they understand the rules regarding self-isolation and what their obligations are. There are also stringent rules applying to accommodation places in our state, and compliance is mandatory.

All non-essential passengers will be instructed to travel directly to their place of residence. If they do not have a place of residence in Tasmania, they will be instructed to return to their port of departure, or they will be directed to Government provided accommodation for the self-isolation period and charged a fee for that service.

Whilst in self-isolation individuals will be monitored and provided with support should they need it, however, they will be charged with an offence if they break the rules.

In regards to managing self-isolation; if placed into self-isolation, all household members are to self-isolate for the 14 day period. If a member of a couple or a family, then all persons in the household must self–isolate for the 14 day period and must not leave the property where self-isolation is taking place. If this cannot be managed effectively due to an essential occupation needing to continue or because of risk to vulnerable others in the household, then self-isolation is to occur in accommodation at another setting, at the State’s cost.

As agreed by the National Cabinet, additional prohibited activities and venues to apply from midnight (local time) 25 March 2020 include:

Cafés or canteens at hospitals, care homes or schools; prison and military canteens; services providing food or drink to the homeless, workplace canteens can provide takeaway

Food courts

Delivery and takeaway can remain operational

Retail

Auction houses

Real estate auctions and open house inspections

Private appointments for inspection

Outdoor markets

Food markets will continue to operate in all states and territories

Beauty and personal care services

Hairdressers and barber shops

Up to 30 minute appointments and the 1 person per 4 square metre rule applies in the premises

Beauty therapy, tanning, waxing, nail salons, tattoo parlours

Spas and massage parlours

Entertainment venues

Cinemas, nightclubs

Casinos, gaming or gambling venues

Strip clubs, brothels and sex on premises venues

Concert venues, theatre, arenas, auditoriums, stadiums

Live streaming of a performance by a small group could be permissible with social distancing observed

Amusement parks and arcades

Play centres (indoor and outdoor)

Excluding public play grounds

Leisure and recreation

Community and recreation centres

Facilities may remain open for the purpose of hosting essential voluntary or public services, such as food banks or homeless services.

Health clubs, fitness centres, yoga, barre and spin facilities, saunas, bathhouses and wellness centres

Boot camps, personal training operating outside and inside

For outside events, limited to groups of no more than 10 people and social distancing must be exercised.

Social sporting-based activities

Swimming pools

Residential facilities

Hotels, hostels, bed and breakfasts, campsites and boarding houses.

Excluding permanent residents and workers.

*People who are staying at all these accommodation types in Tasmania, have until 11.59pm Sunday 29 March 2020 to depart.

*Anyone self-isolating must continue to do so for the 14-day self-isolation period.

*New bookings cannot be made.

Outdoor recreation

Caravan and camping parks

  • People who are staying at caravan parks in Tasmania, have until 11.59pm Sunday 29 March 2020 to depart.
  • Where people live permanently in caravan parks, campsites or caravans or are staying in caravan parks, campsites or caravans as interim abodes where their primary residence is not available, they may continue to do so.

Non-residential institutions

Galleries, museums, national institutions and historic sites

Libraries, community centres, and youth centres

Local government non-essential facilities and services (such as libraries and pools)

Community facilities (such as community halls, clubs, RSLs, PCYCs);

Places of worship, weddings and funerals

Weddings with a maximum attendance of no more than 5 people and where the 1 person per 4 square metre rule applies.

Funerals attended by a maximum of no more than 10 people and where the 1 person per 4 square metre rule applies.
