August standing committee meetings

Dubbo Regional Council (DRC) met on Thursday 11 August 2022, 5:30pm, to discuss the following items. These items will be made official resolutions following the adoption of the minutes at the August Ordinary Council Meeting.

INFRASTRUCTURE, PLANNING AND ENVIRONMENT COMMITTEE

Building Summary – July 2022: Between 1 June 2022 – 30 June 2022 DRC approved 59 Development and Complying Development Applications with an estimated value of $16,962,836.

Resource Recovery and Efficiency – Community Recycling Centre Operations Deed: The committee noted the Community Recycling Centre Operations Deed between Dubbo Regional Council and the New South Wales Environment Protection Authority.

Draft Planning Proposal: The Committee recommended that the draft Planning Proposal Policy be adopted by Council for the purpose of public exhibition for a period of no less of 28 days. A report with the results of the exhibition period is to be prepared for Council’s consideration.

Proposed Horse Warning Signs – Merrilea Road Dubbo: The Committee recommended that Council grants approval for the Dubbo Turf Club to install flashing lights and horse warning signs in Merrilea Road subject to conditions noted in the report.

CULTURE AND COMMUNITY COMMITTEE

Report of the Aquatic Working Party: The Committee noted the 2022/2023 proposed season calendar.

Macquarie River Master Plan (North and South Precincts) Update on Community Consultation: The Committee recommended that the CEO provide a report to the September Ordinary meeting of Council detailing all formal contact between proponents of the sporting facility proposal (St Johns Junior Rugby League Football Club) and Dubbo Regional Council (including the dates of meetings and proper summary of what was discussed), and attaching all documents that have been provided by the proponents to Dubbo Regional Council, or associated documents generated by Dubbo Regional Council and any plans/diagrams/images/overlays of possible layouts of the sporting fields shown to or developed by Dubbo Regional Council staff including those shown to councillors.

SPARC Dubbo Regional Council Cultural Plan – Two Year Update: The Committee noted the report that included partnerships, successes and challenges of the SPARC Plan over the last two years.

CORPORATE SERVICES COMMITTEE

Addition to the Destination Partnership Program Fees and Charge: The Committee recommends that Council adopt the Destination Partnership Program Level 1, Full Partnership fee of $660.00 for a period of up to 18 months.
