Changing Places facility to be built at Peter Scullin Reserve

A new Changing Places accessible toilet facility is proposed for installation at Peter Scullin Reserve to meet the needs of the community.

Kingston Mayor Georgina Oxley said the Changing Places facility will ensure people of all abilities have access to public toilets while using the popular Peter Scullin Reserve and Mordialloc foreshore.

“We are always looking at ways to improve our local parks and the facilities we offer locals and visitors to Kingston who want to enjoy our stunning foreshore and other open spaces,” said Cr Oxley.

“Council wants to make sure everyone has adequate facilities when they choose to visit our parks, beaches and reserves.”

Changing Places facilities are larger than standard accessible toilets and have extra features including an adult changing table, shower, wall-mounted privacy screen and hoist.

Additional public toilets will also be included within the new facility that will be built in the southern area of the reserve to provide extra amenities at this popular site.

The new building is estimated to cost around $1 million and will feature an art-deco design in line with the existing structures in the reserve and reflecting the foreshore area. It will also incorporate environmentally-sustainable design features including solar panels, rain water harvesting, natural ventilation and light, as well as energy-efficient lighting.

Following confirmation of relevant statutory approvals, the project will progress into detailed design, with the public tender process planned for early 2021. Construction is scheduled to commence Autumn 2021, for completion by December 2021 to support increased levels of community participation at this popular beachside destination.

The Changing Places facility will be kept locked when not in use but people with disabilities can access the toilet by obtaining a Master Locksmiths Access Key (MLAK). These MLAK keys are available to eligible residents at $5 per key by visiting any of Council’s Customer Service Centres once they reopen or from your local Master Locksmith.
