City of Darwin seeks Expressions of Interest for Civic Centre Redevelopment

City of Darwin is embarking on an exciting journey to revitalise the heart of the city with the redevelopment of the Civic Centre, with Expressions of Interest now open.

City of Darwin is seeking proposals from interested parties in contributing to the redevelopment, including private developers and investors eager to play a role in shaping the future of the city.

Chief Executive Officer, Simone Saunders, said City of Darwin welcomed responses that offer different options and that may include private development.

“The redeveloped Civic Centre should be a place for the people of Darwin, where they can visit, connect with others and engage in community and business activities and events,” Ms Saunders said.

“The existing Civic Centre has served the community well for more than 50 years but is now unserviceable and a redevelopment is required to meet the modern needs of the community,” she said.

The redeveloped Civic Centre will be delivered on its current site, in the heart of Darwin’s Central Business District, with direct linkages to Darwin Waterfront, Northern Territory Art Gallery and the City Centre.

Proposals that will be considered should include City of Darwin office and meeting spaces, a library and a town hall. Design concepts and images are not required at this stage.

The proposals must also respect and give prominence to Galamarrma, the Tree of Knowledge, to ensure it is protected, as well as re-establishing a visual and social connection to the unique landmark.

The proposal should include the provision of 300 carparking spaces for Council and public parking and proposed private developments will need to provide for all planning approval requirements within their proposal, inclusive of carparking requirements.

The EOI marks the first phase of a comprehensive two-stage procurement process, designed to ensure that the Civic Centre redevelopment aligns with the City of Darwin’s vision and meets the diverse needs of the community.

The second stage will involve the shortlisting of proponents, followed by a deeper exploration of their proposals.

“The Civic Centre redevelopment presents a unique opportunity to partner with City of Darwin to contribute to the growth and vibrancy of Darwin’s city centre,” Ms Saunders said.

“City of Darwin does not have a predetermined vision of what the new Civic Centre development will look like, with designs to be developed in later stages of the procurement process.

“By fostering collaboration with private developers and investors, City of Darwin aims to create a dynamic urban space that reflects the needs and aspirations of the community,” she said.
