In accordance with its powers of acquisition under section 112 of the Local Government Act 2020 (Vic) Hume City Council intends to proceed with the Council resolution of December 2023 to purchase Land at Maygar Barracks, Broadmeadows in accordance with its powers of acquisition under section 112 of the Local Government Act 2020 (Vic).
This purchase is the first step to unlocking a long-planned goal of improving road, pedestrian and cycle access in the eastern part of Broadmeadows, and has been made possible with the agreement of the Federal Minister for Finance and Minister for Defence.
Purchase of the subject Federal Government Land at the Maygar Barracks, is a critical part for a proposed future Council Road to connect land west of Merlynston Creek with Maygar Boulevard. Currently, significant road congestion impedes the development of underutilised land in this strategically important area, stifling local job creation and economic growth.
The terms that apply to the Deed of Transfer between Hume City Council and the Commonwealth of Australia represented by the Department of Defence are that the Land will be transferred by the Commonwealth to the Transferee:
- following approval on 5 December 2024 by the Minister for Finance under the concessional off-market sale provisions of the Commonwealth Property Disposal Policy;
- on the condition that the Land will only be used by the Transferee or another Roads Authority for the Permitted Use;
- at a price that is not necessarily reflective of the price that would be obtained under an open market sale; and
- otherwise on the conditions set out in this Deed and the Land Transfer Deed.
