Council Meeting at Ministerial Level (MCM), which took place on 3 and 4 June 2026. Under the chairmanship of Finland, with New Zealand and the Republic of Korea as Vice-Chairs, OECD Ministers engaged in high-level discussions on the theme “Getting Industrial Policies Right for Open Markets, Growth and Prosperity.”
This year’s MCM was opened by OECD Secretary-General Mathias Cormann, the Prime Minister of Finland Petteri Orpo; Second Vice Minister of Finance and Economy of the Republic of Korea Chang Huh; Minister for Trade and Investment of New Zealand Todd McClay; and Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine, Mr. Taras Kachka.

The MCM is the OECD’s highest-level forum, attended by Ministers of Finance, Economy, Foreign Affairs, Trade and other high-level representatives from OECD Member and partner countries, as well as representatives of International Organisations.
During the two-day meeting, the Council at Ministerial level welcomed a new OECD Recommendation of the Council on Quantum Technologies and noted the Implementation Plan of the Strategic Framework for Latin America and the Caribbean, as well as the progress made towards an enhanced partnership with Africa.
Ministers also noted:
- the Secretary-General’s Strategic Orientations for 2027-30;
- a report on the OECD’s Corporate Reform and Management Excellence Agenda;
- the Secretary-General’s Report to Ministers on OECD Global Relations; and
- the Annual Update on OECD Standard-Setting.
Among key publications issued prior to the MCM for discussion were the OECD’s latest Economic Outlook and the OECD MAGIC Database of Industrial Subsidies.
Ministers also noted several additional reports aimed at informing discussions on how industrial strategies and competitive markets can contribute to long-term growth that supports higher standards of living for all. These included:
- a report on Quantifying industrial strategies ;
- the OECD Steel Outlook 2026;
- the OECD Industrial Policy Handbook;
- the publication Smart Regulations, Strong Business: Enabling Growth and Societal Protection in a Fast-Changing World;
- a report on Corporate Income Taxation and Business Dynamism;
- the Dashboard on Gender Gaps.
as well as outputs related to Artificial Intelligence, including:
- a publication on OECD Due Diligence Guidance for Responsible AI;
- a Pilot for the AI Policy Toolkit; and
- a report on Mapping the OECD AI Capability Indicators to Occupations.
