Outcomes from the Standing Committees will be taken to the Ordinary Council meeting on 28 July 2026 for consideration and adoption, with the exception of those matters to which delegation to the committees has been appointed.
Infrastructure, Planning and Environment Committee
REPORT OF THE RENEWABLE ENERGY ZONE BENEFIT COMMITTEE: Councillors noted the report of the Renewable Energy Zone Benefit Committee meeting held 21 May 2026.
DRAFT PLANNING AGREEMENT – MARYVALE SOLAR FARM – RESULT OF PUBLIC EXHIBITION: Council noted the submissions received during the public exhibition and endorsed that Council enter into a Planning Agreement with Maryvale Solar Farm Pty Ltd.
DEVELOPMENT ACTIVITY SUMMARY: Councillors noted the report which outlined that Council approved 57 Development Applications in the month of May 2026, compared to approving 47 Development Applications in May, the previous year. In respect of the overall value of Development Applications approved, for the month of May 2026 the value was $31,005,446 and for the May 2025 the value was $52,879,308. Some approvals included alterations and additions to Wellington Soldiers Club valued at $4.8M, light industrial buildings in East and West Dubbo valued at $5.2M and carpark shade structures, solar array and batteries at Dubbo RSL Memorial Club valued at $2.2M.
DEVELOPMENT APPLICATION – EXTRACTIVE INDUSTRY (LIMESTONE QUARRY): That Development Application for an Extractive Industry (Limestone Quarry) at Highfield Lane, Geurie and 828 Ponto Falls Road, Maryvale, be approved subject to Conditions of Development Consent.
DRAFT DUBBO REGIONAL HOUSING STRATEGY – CONSIDERATION OF SUBMISSIONS: Councillors noted the submissions received during the consultation period. Councillors also endorsed that Dubbo South Intervention 1 and Intervention 2 be removed from the draft Strategy. Councillors endorsed that the draft Strategy be amended as per the Proposed Directions and recommendations in this Report, and the amended draft Strategy be submitted for consideration by the Department of Planning, Housing and Infrastructure.
Culture and Community Committee
HOMELESS PEOPLE IN PUBLIC PLACES MANAGEMENT POLICY – REVIEW. Council called for a review of the current Homelessness Policy speaking with external stakeholders to assess its operational efficacy, community impact and alignment with best-practice and trauma-informed methodologies. The review will include comprehensive consultation with relevant local specialist services, non-government organisations, local business and community stakeholder groups as well as other local government areas managing homelessness along their river corridors such as Wagga Wagga and Albury City Councils. A report will be brought back to Council for consideration in November.

INVESTMENT UNDER SECTION 625 OF THE LOCAL GOVERNMENT ACT – JUNE 2026. Councillors noted the report.
GENERAL MANAGER PERFORMANCE FRAMEWORK. The General Manager Performance Framework was endorsed by Councillors. The performance cycle will commence from 1 August 2026, with the General Manager’s performance goals to be set for this period.

WIRADJURI TOURISM CENTRE – CONSTRUCTION TENDER: Dubbo Regional Council has made a decision to review the Wiradjuri Tourism Centre project. The Council made the decision after declining all tenders, with each submission exceeding the available budget allocation. Council acknowledges this represents a change in direction for the project again and recognises the significant work that has been undertaken over many years. However, due to ongoing delays, project deferrals and escalating construction costs, the project in its current form is no longer considered financially sustainable or affordable for the community. The decision means Council has an opportunity to reassess the project and determine what can be realistically delivered within the financial constraints, while also providing value and benefit for the community.
CIVICA ALTITUDE – APPOINTMENT OF VENDOR: Council adopted that the contract for supply of Civica Altitude be awarded to Civica Pty Limited for the amount of $3,800,225.00 (incl GST) for the next five years.
