Work is now underway on Phase 2 of the Stephenson Avenue Extension, with the $165 million project set to provide a major boost to the local economy and support an estimated 800 jobs.
When complete, the project will provide a new connection from Cedric Street to Scarborough Beach Road, including a new grade-separated Mitchell Freeway interchange with a southbound Smart Freeway on-ramp, as well as new local road links to Ellen Stirling Boulevard.
The project will also deliver a $90 million refurbishment to the Stirling Bus Interchange, upgrading it from an 18-stand facility to a 30-stand bus interchange.
The Stephenson Avenue Extension Phase 2 project also includes:
- A new road connecting Sarich Court to Cedric Street east of the freeway;
- A new Principal Shared Path (PSP) on the east side of the Mitchell Freeway from Telford Crescent to Civic Place, including an underpass at Stephenson Avenue; and
- New cycle and pedestrian paths along Stephenson Avenue and connections to the new PSP.
Phase 2 is being delivered by the S2M Evolution Alliance, a consortium of Acciona, Clough and WSP under an alliance contract.
Stephenson Avenue Extension Phase 1, delivered by the City of Stirling, opened in February 2022 and has provided an alternative connection for motorists to access Ellen Stirling Boulevard and Scarborough Beach Road through new roads Howe Street and Oswald Street.
As stated by Federal Minister for Communications, Urban Infrastructure, Cities and the Arts, the Hon Paul Fletcher MP:
“The Morrison Government is getting on with delivering infrastructure projects that reduce congestion and improve safety for commuters across Australia, making it easier for them to move around our capital cities and ensuring they get home quickly and safely.
“We have committed $82.5 million for Phase 2 of the Stephenson Avenue project, which is one of 180 packages of work that we’re delivering nationwide under the Urban Congestion Fund – one part of our record $110 billion infrastructure pipeline.
“The total number of projects within this program that are now completed or underway nationwide is 85. By the end of 2022, more than 80 per cent of all packages are expected to be completed or under construction.”
As stated by WA Transport Minister, the Hon Rita Saffioti MLA:
“The Stephenson Avenue Extension project is upgrading local roads, public transport and cycling and walking infrastructure.
“This will completely change the way local residents and visitors can access the area, while also opening up currently undeveloped land directly adjacent to the Stirling Train Station and the Mitchell Freeway.
“Like all major projects, there will be some disruptions to the area when the freeway and bus interchanges are constructed. We apologise in advance for this inconvenience while we are building the infrastructure for tomorrow.”
As stated by Federal Member for Curtin, Celia Hammond MP:
“This is an important milestone for locals and businesses alike, as there will be more local construction jobs and more cash flowing through the community at a time when it’s needed most.
“The project will also back long-term economic growth for the region by improving road access, connectivity and travel times, which will ensure locals are connected to jobs and critical services and encourage investment in the Stirling city centre.”

“I am thrilled to see this vital project now underway, complementing other local road upgrades which are making a real difference for commuters and communities.
“We have already completed the nearby $49 million widening of the Mitchell Freeway from Cedric to Vincent Street, with a $140 million project to roll out Smart Freeways technology along the Mitchell Freeway southbound well underway.
“The Australian Government understands the importance of having a reliable road network in WA, and the Stephenson Avenue Extension will ensure all road users will be able to get to their destination sooner and safer.”

“As a local City of Stirling resident I know how important these upgrades will be for our local area.
“Not only are these major upgrades to the local road network, the project will also allow for better bus services through the upgrade of the Stirling Bus Interchange.”
