Planning For Bayside’s Future

The new Council Plan is aligned to the aspirations of the new Council and community as articulated in the Bayside 2050 Community Vision, and is designed to support all our residents and families to “Love where we live” now and for future young Baysiders.

Bayside Mayor, Councillor Hanna El Mouallem said, “The Council Plan is focused on ensuring that the fundamental responsibilities of Council are prioritised.

“This includes financial responsibility while delivering essential services so that Bayside’s community safety and wellbeing, amenity, facilities and open space are well managed for future generations.”

Besides the Community Vision, we were guided by:

  • the Future Plans engagement report based on feedback from over 1300 people in 2024
  • the Future Plans community panel – an independently selected, representative group of Baysiders who scrutinised the information over several days and made a number of recommendations that were supported by Council and incorporated into the Council Plan or the supporting Year 1 action plan.

The Council Plan details the strategic objectives that we will pursue over the next four years delivered through annual action plans. The plan is resourced through the long-term Finance Plan and Annual Budget.

The Council Plan is divided into 3 key goals: Our People, Our Place, Our Promise that are focused on:

  • Ensuring that people have easy access to essential services delivered by council; with many opportunities to live healthy, fulfilled lives connected to communities and neighbourhoods and where local businesses and shopping precincts can thrive.
  • Advocacy to state government to promote urban planning that is practical and focussed on community expectations, supported by investment in a local capital program ($58.6M in year 1) ensuring our buildings and open space are fit for purpose, core infrastructure is properly maintained and protecting the foreshore and conservation areas.
  • Fiscal responsibility with a reduced reliance on rates, finding efficiency and optimising existing assets, accountability and strong customer focus.

Progress toward achieving the strategic objectives will be reported regularly to the community and in the Annual Report.

The Council Plan will guide our decision making, resource allocation, service provision and organisational focus for the next four years. We commend it to you.
