The release of land for future population growth is a key part of the Territory Labor Government’s strategy to create more jobs and grow a $40 billion economy by 2030.

The Northern Territory Planning Commission is developing an Area Plan for Greater Holtze, comprising Holtze, Kowandi, Howard Springs North and Holtze North.

The purpose of the Greater Holtze Area Plan (GHAP) is to prepare for change brought about by predicted population growth and to explore opportunities for the retention of open space for community, economic and environmental values such as the remnant pine forest. This Area Plan follows on from the Holtze to Elizabeth River Subregional Land Use Plan and will involve three stages of consultation with the community and stakeholders.

The Territory Government is investing $186 million to ensure serviced land is available when it is needed in the Greater Darwin, Katherine, Tennant Creek and Alice Springs regions.

The provision of serviced lots at Holtze and Kowandi is essential to accommodate an anticipated population of around 15,000 people and forms an important part of the Territory Government’s investment in infrastructure which includes:

$43 million over two years for the design and construction of enabling infrastructure for the release Greater Darwin’s new development front in Holtze$1 million for planning and design to expand this development into the Commonwealth’s Kowandi site.

The Territory Government has awarded three period contracts to local companies to design the infrastructure to support the release of serviced lots at Holtze.
