The Cook Labor Government has taken another important step towards delivering more homes in well-connected locations, with approval of the Station Precincts Improvement Plan.
The Station Precincts Improvement Plan applies to eight of the first 10 stations, with Ballajura and Redcliffe precincts already progressing under separate improvement plans and schemes.
The intent is for each station precinct to have a core area for higher density and a frame area to provide a transition with gentle and medium density.
The initiative will help bring more homes to areas around metropolitan train stations, creating greater housing choice.
Under the plan, precinct boundaries have been refined to reflect local planning considerations and feedback from local governments, while maintaining a focus on walkable catchments around each train station.
By focusing growth in areas already supported by METRONET and existing public transport infrastructure, the Cook Labor Government is enabling a more compact, connected, and liveable city.
Ten station precincts were announced late last year for initial inclusion:

More detailed development controls, including zoning and building heights, will be included in a Station Precincts Improvement Scheme, which is set be released for public comment later this year.
Consultation with the community, local government, and industry will help inform the improvement scheme before it is finalised in mid-2027.
The Cook Labor Government is continuing to reform the planning system to enable more density and ensure more Western Australians have a place to call home.

As stated by Planning and Lands Minister John Carey:
“The Station Precincts initiative will deliver more housing in well-connected locations while making better use of existing infrastructure and our government’s historic investment in METRONET.
“The Cook Labor Government has reached a key milestone in the planning for the first 10 Station Precincts with approval of the Improvement Plan that outlines the boundary of each precinct.
“Each precinct is expected to have designated core and frame areas, with the core providing opportunities for higher density development and the frame allowing for a transitional area of medium density.
“This builds on significant work by our government to cut red tape in the planning system, from single homes and granny flats right through to apartment developments.
“Together with our reforms to the R-Codes, the Station Precincts will drive greater housing supply and well-located density.”
As stated by Transport Minister Rita Saffioti:
“The Cook Labor Government is resolutely focused on driving new housing supply and delivering more medium and high-density housing around key station precincts is a critical part of those efforts.
“These improvement plans will help set the guidelines for development around these 10 station precincts around our city, which is a really exciting step for the future growth of Perth.
“Our METRONET program was all about better connecting our State, and the next phase is delivering well-located homes that connect to our public transport network.”
