A 12-person Community Reference Group (CRG) has been appointed to help Horsham Rural City Council implement future city centre improvements.
Earlier this year, community members were invited to express interest in joining the CRG.
The group has started meeting monthly and is providing advice and guidance to Council as it progresses the Central Activity District Revitalisation Project from its public consulatation to implementation planning stage.
A major CRG function is to ensure that public concerns and aspirations are consistently understood and considered.
Seven Horsham business operators are included in the CRG.
Other members were selected to represent residents, people with mobility issues, youth and older people.
The group, anticipated to be active until September 2025, also reflects Council’s commitment to equity and inclusion.

The CAD Revitalisation; Streetscape Plan focuses on 15 streetscape and public realm projects to be implemented across several years as funding from other levels of government becomes available.
- Create the ‘Horsham Walk’ from Horsham’s existing laneway network.
- Improve Firebrace Street with more shade, more crossings.
- Create more places for people on Wilson Street.
- Make O’Callaghans Parade an attractive and fitting arrival corridor into Horsham’s city centre.
- Emphasise trees and bikes on Urquhart Street.
- Emphasise pedestrian safety on Darlot Street.
- Engage with property owners to undertake facade improvements to heritage buildings.
- Develop advertising signage controls.
- Build a town square in Horsham’s city centre.
- Build a pedestrian-friendly environment on Ward Street to support the town square and connectivity between Roberts Avenue and Horsham Town Hall.
- Build a children’s park on the site of the former Roberts Avenue kindergarten.
- Reimagine May Park as a youth-oriented space.
- Create better, safer connections within the city and beyond.
- Create a streetscape design palette manual and begin to implement incrementally.
- Support the Greening Greater Horsham Strategy. (Plant more trees).
